Introduction
1. Hamqadam’s core work takes place at the national level: the organization works with government, non-governmental and commercial organizations and serves its beneficiaries in pursuit of the goals of its Charter and its strategic plan.
2. This policy sets out why monitoring and evaluation of its work matter to Hamqadam, as well as the core principles and commitments that volunteers and staff must follow in their work.
Principles
3. Organizational effectiveness at Hamqadam means the organization’s ability to carry out its tasks through effective, sound and committed management aimed at achieving results.
Monitoring, evaluation and learning:
4.1. Are inseparable from organizational effectiveness, as they relate to the results achieved and to the analysis of, and reflection on, the process that led to those results.
4.2. Enable volunteers and staff to report on what works well and what works less well, on improving projects and on developing new ones.
4.3. Ensure good reporting on the Organization’s performance to our beneficiaries and to those who support our work (donors and other partners).
Commitments:
5. Hamqadam is committed to:
5.1. Supporting volunteers and staff in developing their evaluation and decision-making skills;
5.2. Applying a broadly participatory approach to monitoring and evaluation, in which key staff and project stakeholders take an active and full part;
5.3. Monitoring and reporting on evaluation results in order to determine whether Hamqadam’s strategic goals and objectives have been achieved;
5.4. Demonstrating the impact of Hamqadam’s work at the national, regional and global levels in a credible, accessible and honest way.
Implementation
To put these principles and commitments into practice:
6. The Chairperson shall, as far as possible, make sure that:
6.1. Resources are available and systems and processes for ongoing monitoring and evaluation of projects are in place;
6.2. Decisions on programmes and the allocation of resources are based on an analysis of effectiveness and needs;
6.3. Members of Hamqadam at all levels of the Organization have the evidence they need to monitor Hamqadam’s performance against its strategic and operational plans and to fulfil their other management responsibilities.
7. Hamqadam strives to introduce systematic methods based on broad participation and reliable monitoring and evaluation to ensure project effectiveness:
7.1. Needs assessment.
7.2. A monitoring and evaluation plan based on performance indicators.
7.3. Baseline and endline surveys.
8. The Board of the organization and the Executive Director:
8.1. Develop guidance and procedures for monitoring and evaluation;
8.2. Monitor the quality of Hamqadam’s evaluations;
8.3. Assess progress in implementing the Organization’s Strategy and its current projects against national and international performance indicators. This information is supplemented and accompanied by clear explanations.
